You might try Oracle's Query Builder product. It seems to be an upgraded version of the old Oracle Browser. Its part of the Developer 6i package.
You can download Developer 6i at http:\\technet.oracle.com to see if you like it. They have one for NT but it seems to run well on Win95/98 and XP from what I can tell.
