I never used 'RETURNING' clause with pseudo-column like ROWID. Usually I'm using it to return a value of the sequence, used to insert the row:
INSERT INTO TABLE_NAME (col1,col2,..) VALUES(col1_SEQ.NEXTVAL,val2,..) RETURNING col1 INTO col1_var.
