One way would be the following

FROM table
WHERE TO_NUMBER(TO_CHAR(date_field,'HHSS')) > 1400;

I need to do a select based upon the time element in a date column.
i.e, eg where the time is greater than 14:00
Can anyone provide an example of how to do this?
