Does the table have function-based indexes? I recently encountered this error, and after opening a Tar with Oracle they filed it as a new bug. The workaround is to re-create the table without the function-based indexes. You cannot simply drop the function-based index as it appears residuals are left in the data dictionary which still results in an ORA-23463.
This error will also occur when one or more columns are marked UNUSED via DROP COLUMN.
