Function to round to the nearest 15

I'm trying to convert a minutes field to hours and fractional hours. I need
the  fractional hours portion rounded to the nearest quarter hour... any SQL
(no PLSQL) suggestions would be helpful.

1=.25
48=.75
90=1.5
95=1.5
98=1.75
