You can query the X$view X$KCCDI to get this information..

SELECT DIRLC from X$KCCDI;

This query gives the Last Resetlogs Timestamp.

Does anyone know how to find out if the database was opened 
with the restlogsoption?????We are having a few problems with rman and need
to identify whether this has beent he case
