Do you have identical TNSNAMES.ORA files in both ORACLE_HOMEs?
Have you done a
ps -ef | grep ora
to see if the instance is started?
This error is caused either by a bad SERVICE_NAME in the TNSNAMES.ORA file
or else because the instance is not started.
"ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect
descriptor
Cause: The service name specified in the connect descriptor is
incorrect, or the database service is not registered with the
listener.
Action: Perform these steps:
1. Check to make sure the SERVICE_NAME specified in the
connect descriptor is correct.
2. Ensure the database instance is running. If the instance
not running, start it so that it can register with the listener.
You can use the Listener Control utility SERVICES command to see
what services are currently registered with the listener. "
You can check the LISTENER by going to the command line at
ORACLE_HOME/bin and entering
lsnrctl services
If you don't see an entry for CMS then enter
lsnrctl reload
and then
lsnrctl services.
