Found the solution to the problem. For the benefit of others who might encounter the same problem, the work-around is not to put double quotes as you would in the command line. Also, I was doing it in sql+ after being connected to a user and was simply trying to reconnect to sys. There is a doc in Metalink that explains the solution as well, Note:171254.1.
