Yes, but they have to be unable to reproduce.

I agree that mostly as DBA I do not need the root access.  As one
pointed out earlier, it is required during install, but only in
two places.  If you had the SA there when you installed the
software it wouldn't be a problem.  Software istalls can usually
be scheduled to work that way too.
