This is demonstrably untrue, and incredibly easy to disprove.  Try it
yourself!

SQL> select group#, sequence#, archived, status, first_time from v$log order by 
sequence#;

    GROUP#  SEQUENCE# ARC STATUS           FIRST_TIME
---------- ---------- --- ---------------- ----------------
         5      54283 YES INACTIVE         2002-05-29:16:13
         4      54284 YES INACTIVE         2002-05-29:17:15
         1      54285 NO  CURRENT          2002-05-29:17:17

SQL> alter system switch logfile;
System altered.

SQL> select group#, sequence#, archived, status, first_time from v$log order by 
sequence#;

         1      54284 YES INACTIVE         2002-05-29:17:15
