In "address_list" to listen for extproc connection through IPC protocol use
"EXTPROC0" as a KEY.
SID_NAME for extproc is always "PLSExtProc".
ORACLE_HOME is your regular oracle_home directory.

Here is an example:

LISTENER =
  (DESCRIPTION_LIST =
    (DESCRIPTION =
      (ADDRESS_LIST =
        (ADDRESS = (PROTOCOL = TCP)(HOST = localhost)(PORT = 1521))
      )
      (ADDRESS_LIST =
        (ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC0))
      )
      (ADDRESS_LIST =
        (ADDRESS = (PROTOCOL = IPC)(KEY = PLNT))
      )
    )
  )

SID_LIST_LISTENER =
  (SID_LIST =
    (SID_DESC =
      (SID_NAME = PLSExtProc)
      (ORACLE_HOME = d:\OraNT)
      (PROGRAM = extproc)
    )
    (SID_DESC =
      (GLOBAL_DBNAME = PLNT)
      (ORACLE_HOME = d:\OraNT)
      (SID_NAME = PLNT)
    )
  )
