The answer to this is Oracle profiles. Set the max number of sessions per user using profiles. You may need to bounce the db to set resource_limit = true in init.ora.

I third party replication production spurred a runaway process on my target db and it has generated mulitple sessions.  Now all my sessions are used and I cannot log into the db to kill the vendor sessions.
