Yes, we tried ORACLE_HOME and we use "@", of course! ???!
catalog.sql script begins with @@standard.sql, which calls 
@@stdspec.sql and @@stdbody. That means, that it is not possible 
to create package STANDARD. We also tried to run it directly - 
no difference.
