Well yes I could have tested it, but I don't have Text installed
either, and even if I did have it installed I don't know how to use
it. And I was working very late against a deadline. I was handed that
information about case-insensitive indexes by a Product Manager at
Oracle to use as a brief note in a book. (The book is not about Oracle
Text, by the way) I just wanted some independent verification that
what Oracle told me was, in fact, correct. 

By the way, I appreciate all the responses, especially Bill's pointer
to the correct spot in the documentation. 

If you're interested in how this whole issue came up, I was writing a
section  on Oracle9i's support for SQL semantics for LOBs for a book.
For example, you can now apply the UPPER function to a CLOB column.
While it seems reasonable to want to write a case-insensitive query,
performance would likely be horrible if you unleashed a query that
applied UPPER to some truly large CLOBs, especially if the result was
a full table scan, as it likely would in the example I used. In that
case, I'm suggesting that readers take a look at using Oracle Text.
