Robert, Check <SID>_AUTORTART key in Windows registry (regedit.exe) under HKEY_LOCAL_MACHINE\Software\Oracle\Home. Set this key to TRUE, thus telling Oracle to automatically startup/open the db, when Oracle service is starting.
