Ken,
Try
starting your listener from the command line:
C:\> lsnrctl start
This
will likely give you a better error message you can work from. If that doesn't
make it clear enough then check your listener.log (you'll find that in the
Oracle Home's network\log directory). If that still isn't enough then you may
need to turn tracing on the listener and engage Oracle
Support.
