Now I am curious to know what partition was mounted differently? What did it contain? How come only sqlplus was affected?

Apparently the partition had been mounted by a regular user with the "user" flag set in /etc/fstab. If "user" flag is set, then the partition is automatically mounted "noexec". To enabled "exec", you'd have to EXPLICITLY say so in /etc/fstab. Too much security is bad !!!
