The error message indicates that the current maxextents value for table IMP_NIELSEN is 20 and this number of extents had been reached during the load. Since there was still more data to load and Oracle tried to get to the next extent but could not since it had already reached the max value.
Ask the table owner or DBA to change the maxextents value for the table to a large value.
