think of it as

OCA is the Oracle equivalent of getting an Associate's degree from a
college
OCP is the Bachelor's degree
OCM is the Master's degree

not exact but close enough for Oracle.

The $2000 class is a requirement ONLY for OCM. Most companies do not
look for OCM on a resume, at least not yet.
