I stated in a tar last week that my installation source was cpio disk
images downloaded from otn.  The metalink analyst surprised me with:
 
Because Oracle Support (direct) does not provide support for downloaded
copies (see the license agreement on OTN) you must use the online
support given by OTN per the license agreement.

What, otn is the unloved stepchild, or is this a version of
good cop, bad cop.

Do you know what license agreeement they are talking about?
