Back in '98 (whew!), I was told by my Oracle7 DBA instructor (Hi Joe!) that
a cold backup is necessary when your method of recovery is no longer valid,
such as switching a DB from NOARCHIVELOG mode to ARCHIVELOG mode.  I would
also think that a DB would be vulnerable to data loss between the time the
OPEN RESETLOGS was issued and a complete backup was run.

So, yes, in most cases, I would agree with the cold backup.
