Oracle will use the spfile by default, only if there is one. If there isn't and there is an init<sid>.ora, Oracle will use it. In many cases, you can even start Oracle without an init file at all (for example in a disaster recovery and you want to recover your spfile from an RMAN control file backup), if your system can handle the parameter default settings.
