Peter, Doesn't matter.
Only if you are using Oracle Jobs does the time make any difference - because some jobs will lose their minds when the time changes. Same thing with any cron jobs - I would disable them before you change the time. Within Oracle itself, time is not important. All changes are tracked by an internal SCN number. Hope this helps.
