afaik there is no direct possibility.
One way around may be:
DELETE FROM table1 WHERE ('your 20% condition') AND rownum <1001;
commit;
DELETE FROM table1 WHERE ('your 20% condition') AND rownum <1001;
commit;
....
until all rows are deleted
of course this may be written in plsql with checks SQL%ROWCOUNT after each
delete.
