Use concatenation and the CHR function (39 = ') to insert your string.
1 insert into tableA (columnA)
2* values ('where part_no='||chr(39)||'1234'||chr(39)||' and
name='||chr(39)||'guest'||chr(39))
SQL> /
1 row created.
SQL> select * from tableA;
COLUMNA
----------------------------------------------------------------------------
------------------------
where part_no='1234' and name='guest'
