TOAD is a very good one with a lot of useful options
like commands configuration:
you type: crbl <ctrl><space>
you get:
DECLARE
CURSOR c1 IS
SELECT FROM WHERE;
c1rec c1%ROWTYPE;
BEGIN
OPEN c1;
LOOP
FETCH c1 INTO c1rec;
EXIT WHEN c1%NOTFOUND;
END LOOP;
CLOSE c1;
END;
also you can use sqlnavigator and sql-programmer,
there are a lot of very good tools..
