The tnsnames.ora file doesn't matter.  It would be the Listener that would
resolve the DBs, or more correctly, the semi-Intelligent Agent running on
the WinTuke box.

BTW, I'm still not a huge fan of OEM, but v3 is *much* more stable than v2.
Upgrade if you can!  The repository can still reside in an 8i DB, too.
