I guess this is not the case.

1. create table t("TABLE" Varchar2(10));
2. select table_name,column_name from user_tab_columns where table_name='T';

TABLE_NAME                     COLUMN_NAME
------------------------------ ------------------------------
T                                              TABLE

Even though TABLE is a reserved word it appeared in uppercase when
user_tab_columns was queried.
