The unix problem went away with no know cause. The VMS problem turned out to be one of thos absurdly simple fixes. The problem was a comment in the tnsnames.ora file that didn't have a # at the start of the line. Troubleshooting was difficult because sqlplus and the ProC applications worked fine. Apparently r25run uses the tnsnames.ora differently than sqlplus and the error in the tnsnames file caused a problem.
IMHO, this should have generated a better error, but since reports 2.5 is long desupported, I'm still telling our developers that they had better get a move on with the unix port of the application and reports.
