I thought of the hard drive and took it back to the store and got another
one.  I had the same problem with Rel2 and 9iAS Rel1 does not work with Rel2
of DB and I need it for my project.

Could memory problems cause this problem?

My first suggestion would be to try release 2.

Second suggestion is that your new hard drive is defective.
