That's because it's 120 open cursors per session. So when you have multiple sessions, you will see the total from v$open_cursor greater than 120.
v$open_cursor doesn't always tell u exactally the number of open cursors that's counting toward the limit. It's better to check v$sesstat for statistic#=3.
