No. Concerning your problem about getting the program name, it doesn't
seem to belong to the list of what SYS_CONTEXT can return. Write a
function as SYS querying V$SESSION (where audsid = userenv('SESSIONID')
/ SYS_CONTEXT('USERENV', 'SESSIONID')) (which musn't of course run as
the owner), create a public synonym on it and GRANT EXECUTE to whom it
may concern (directly, if you want to put this into a trigger).
