Maybe I think differently, I usually let server think about size or the number of clauses ...

if you have codes in a table what's wrong with ...

select distinct code
from my_code_table
minus
select distinct code
  from my_data_table
/

It wasn't a question of coding the sql to create
all of the unions, but hitting a limitation on
the number of unions in the sql.
