Two things to check: 1. Check dba_jobs to see if any jobs are running like an analyze. I've had this happen to me. I tried to do a shutdown immediate but database is waiting for analyze job to finish (several hours).
2. Check if intelligent agent is running. You should shutdown intelligent agent before trying to do a shutdown immediate.
