The parameter will take effect only the next time you start the database instance. Till then, the instance will continue running with the value that was set when the instance was last started. You can change init.ora parameters [except for DB_BLOCK_SIZE and DB_NAME] after the database has been created -- this is sometimes required in tuning. DB_BLOCK_SIZE cannot be changed unless you recreate the database. DB_NAME can only be changed with a re-creation of the controlfiles.
