Not seen this before but trying creating a new alert log file using touch if unix or a simple output (something like type nonexistantfile > alrtSID.log) if using dos. See if the same problem occurs. At least then you can narrow it down to a definite problem recreating the alert log file which you can look into further and you will have a workaround.
If you've already done this what was the outcome? BTW - you do not need to shutdown the database to be able to rename the alert log file successfully - Oracle *should* create the file if it needs to output messages and cannot find an existing file.
