Yes, use DBMS_LOB and UTL_FILE.

UTL_FILE has a 32k line length limit, so you will be required
to output to multiple lines for CLOB's > 32k.

If you don't have any restrictions on how this is done, use 
Perl, Java or C instead, and avoid the UTL_FILE limitations.
