If you haven't created the database yet, look at the 'create database' command. The controlfiles get created when you create the database. If you already created a database, what happened to your controlfiles? Anyway, if you lost them, you can always use the 'create controlfile' command to get them back.
Also, you might want to have a look at the Oracle Concepts Manual.
