This procedure was adapted from the standard STATSPACK
"sppurge.sql" script that comes with v8.1.7 STATSPACK.  I
haven't tested it fully in v9 STATSPACK yet.  It works, but
I don't know if it purges everything -- I think that it does
though.  STATSPACK has ON DELETE CASCADE constraints
enabled, so it's pretty self-sufficient...
