Here is a script that I got from on of the lists. It should do what you
want.

from dba_constraints a,
dba_constraints b
where a.owner='YOUR_OWNER'
and a.R_CONSTRAINT_NAME is not null
and a.R_constraint_name=b.constraint_name
order by a.table_name;
