Hi David,
I ran into this too. Try the following:
1. flush shared pool, re-execute
2. bounce database.
IN addition if you search on this on Metalink you will find lots of info.

I received ORA-04031 while exporting database. Can someone explain what
causes it and how to fix it?
. exporting post-schema procedural objects and actions
EXP-00008: ORACLE error 4031 encountered
ORA-04031: unable to allocate 4096 bytes of shared memory ("shared
pool","BEGIN :1 := "SYS"."DBMS_REFR...","PL/SQL MPCODE","BAMIMA: Bam
Buffer")
EXP-00083: The previous problem occurred when calling
SYS.DBMS_REFRESH_EXP_SITES.schema_info_exp
. exporting statistics
Export terminated successfully with warnings.
Thanks,
David
