Try this

  create public database link DB1@hr connect to hr identified by pwd_hr
using 'DB1'; 
  create public database link DB1@shipping (???) connect to shipping
identified by pwd_shipping using 'DB1';

You should then be able to use them as follows -

  select * from global_name@db1@hr;
  select * from global_name@db1@shipping;
