There's an outline and sample C program that
I wrote about 5 years ago on my web site under
    http://www.jlcomp.demon.co.uk/block.html

Bear in mind that the write has to be at the equivalent
of an oracle block boundary, and you need to open
the file and write to the file using the same calls
that dbwr does - you might want to "truss" a database
startup before writing the C to find out what those calls
are.
