users_max field in v$license is polulated *if* you have set the init.ora parameter LICENSE_MAX_USERS, then this field value is set. This means you can create upto a certain number of users. It does not mean that that many number of named users have connected so far. The original post specifically asked to know how many concurrent sessions were coming from named users, not how many can be created.
