Possibly a FGAC policy with the UPDATE_CHECK
flag set to FALSE. This would allow the current user to insert rows, but not
necessarily view them. Are you connected to SQL*Plus as the table owner or a
subordinate user?
Check in the USER / DBA_POLICIES view where
the OBJECT_NAME='FACILITY'
