There should be a cron daemon running. ps -ef|grep -i cron should 
give you a clear answer whether it is running or not. Try restarting it.
On RH 8.0 (the current version) the restart command would be something like
"/etc/init.d/crond restart". You can check the scripts in /etc/init.d
