As one who has created a number of external procedures on HP, Yes you do have to acquire and install the HP ANSI C compiler. The C compiler that HP ships with HP-UX is only good enough to build a new kernel and link up the Oracle executables. It's most likely giving you that error because in the end shell.o does not exist.
