This file is an Oracle 7 artifact AFAIK. I have looked through our 8.1.7 instances to be sure and I don't have that file anywhere. You might want to start checking your TNS setup. Can you tnsping the instance from the client? On the server can you say sqlplus system/passwd@instance and connect? How about on the client? What does lsnrctl status <listener> report about your instance?
