Dave, that's kind of a different question.
in this case, as others have stated, the order of shutting things down does not matter too much. For practical purposes, I would shut the listener down first and then the database - only because the database takes longer to shut down. For startup, I would start the listener first - the database being up without the listener is pretty useless anyway.
