David - This is not a date column. It is some type of number column (see
type number(20) ). You need to find the program that writes to this column
to find what the interpretation is. You may also want to 
    column time_stamp format 99999999999999999999

I try to query a report to check user activity but I could not read date
column.  Is there a way to reformat the column to be readable?  Date colum
calls "time_stamp" as shown below.
